LEAP 2026: Four Days in Riyadh, and What Actually Shipped
Nearly $15 billion was announced across four days and sixteen stages. Most of it won't touch your stack. Three things will — and two have dates before this year ends.
I spent all four days at LEAP 2026 in Riyadh, from 31 August to 3 September, at the convention centre out in Malham. The official close was nearly $15 billion in investments and agreements, across 1,500-plus exhibitors from 72 countries and more than 1,300 speakers.
That number leads every write-up of the week. It is also the least useful thing about it. A large share is capital commitments with 2028 delivery dates, and a commitment with a 2028 date changes nothing about how you build software next quarter.
Three things do. Two of them land before this year is out.
The shape of the week
Some context on scale, because it determines how you should spend your time there.
Sixteen stages. More than twenty content tracks. A Tech Arena at the centre of the floor running live robotics — Unitree robots doing dance routines, AGIBOT's A2 Ultra humanoid, and Cognixion demonstrating device control from brain signals. A Future Mobility zone with robotaxis, delivery drones and flying taxis. Gaming, esports and an F1 simulator built around the Jeddah Corniche circuit. Sixty side events across fifteen-plus venues in the city after hours, under the LEAP Nights banner.
Co-located with all of it is DeepFest, the AI event run with SDAIA, Saudi Arabia's data and AI authority — over 100 speakers from 17 countries on agentic AI, robotics, governance and getting models into production.
The split matters more than the numbers. LEAP's main halls are built for buyers, partners and headlines. DeepFest and the startup floor are where the engineering is. If you go and treat it as one event, you will spend four days walking and learn things you could have read.
1. Two hyperscaler regions open in-country, weeks apart
This is the announcement with a date attached, and the one most likely to reach a client conversation this quarter.
- Microsoft Saudi Arabia East — November 2026, with three availability zones in the Eastern Province.
- AWS Saudi Arabia — December 2026, backed by $5.3 billion (SAR 19.88 billion) of planned investment.
Three availability zones is the detail to notice, not the launch itself. It is the difference between "there is a data centre here" and "you can run production here and survive one zone failing" — the same multi-AZ setup you would already build in Frankfurt or Ireland.
For anyone shipping software to Saudi clients, two concrete things change.
Data residency stops being an architecture argument. Regulated sectors — banking, health, government — have been answering residency requirements with local hosting providers, or a Bahrain or UAE region plus a legal memo. From December, the boring answer works: choose the region, keep the same services.
Latency stops being a design constraint. Riyadh to Frankfurt runs roughly 90–120 ms round trip in practice. In-country puts you in single-digit to low-double-digit territory. If you have been engineering around that — aggressive caching, optimistic UI, a read replica parked in the Gulf — some of that complexity becomes optional.
One caution that applies to every region launch: a new region opens with a subset of services, and the list fills in over months. Before you promise a client a December migration, check the regional services list against the specific managed services you depend on. That is a much better discovery in October than in January.
2. Arabic AI moved onto platforms you already use
The Arabic model work was the most interesting technical thread of the week, and it is easy to miss underneath the infrastructure numbers.
What matters for builders is not that Arabic models exist. It is where they now run. HUMAIN, the AI company owned by Saudi Arabia's Public Investment Fund, put its ALLAM Arabic model on Amazon Bedrock, alongside a conversational product covering multiple dialects — Saudi, Egyptian, Levantine, Maghrebi.
That dialect list is the real signal. Anyone who has shipped an Arabic product knows the gap: a model trained mostly on Modern Standard Arabic handles a formal document well, then falls over on how people actually type in a support chat. Dialect coverage is the line between a demo and a product.
The practical change here is procurement more than capability. An Arabic model behind a mainstream cloud API means the familiar path — same SDK, same billing relationship, same compliance paperwork — instead of a separate vendor contract for one language.
3. The infrastructure talk moved from signing to commissioning
This was the real tonal shift, and Wamda put it well: LEAP has moved from an MoU era to a commissioning era.
The clearest example was on the floor rather than the stage. HUMAIN, AMD and Cisco were not announcing an intention — they described a cluster already running: 1.1 megawatts of operational infrastructure at above 90 percent utilisation, with a 250-megawatt phase starting in 2027. Separately, HUMAIN and Together AI announced a 250-megawatt facility for training and inference, and an AWS AI zone committing up to 50 megawatts by 2028.
Notice the unit. Megawatts, not GPU counts. That is how this industry now measures itself, because power and cooling are the binding constraint, not silicon.
Being honest about what that means for a working developer: not much, yet. Capacity built in 2027 and 2028 does not change your inference bill this year. What it changes is the medium-term assumption that serious AI workloads must run in the US or Europe. If you are writing a three-year technical strategy for a Gulf client, that assumption is now worth re-examining.
4. The startup floor was the better use of a day
Rocket Fuel, the startup competition, ran 100 semifinalists from more than 40 nationalities across three days, with ten reaching the main stage and seven sharing a $1 million equity-free prize pool. The main prize, $250,000, went to Waspito, a digital health company out of Cameroon.
Equity-free is worth pausing on. A competition that takes no stake attracts teams who need the cash and the exposure rather than teams optimising for a term sheet, and that shows in who turns up — it skewed markedly toward Africa, South Asia and Southeast Asia, not just the Gulf.
The investor presence behind it was not decoration either: the closing figures counted 1,397 investors from 1,027 firms. If you are a founder, this is the honest pitch for going — four days is a poor way to learn about AI and a very efficient way to stand in front of capital that does not normally sit in one building.
What I would tell someone deciding whether to go
The main keynotes are the press releases, read aloud. Everything material was public within hours. If you are going for information, your desk is cheaper.
The value is in the smaller rooms. DeepFest sessions, the startup floor, and the engineers standing behind the Tech Arena demos. That is where you get the detail that never makes the write-up — what actually broke, what the migration really cost, what they would not do again.
Go with specific questions or do not go. "Learn about AI" is not a plan for a venue this size. "Find out how three teams handle Arabic dialect evaluation in production" is a plan, and it fits in a day.
One last number that says more about the operational side than any investment figure: Saudi Arabia's Tawakkalna platform now carries 926 services from 62 government entities, serving 36 million users and 85 million transactions a day. Whatever you make of the announcements, that part is running at scale today.
